为了能够对社保援助计划(CHAS)申请人的整体财务状况进行全面评估,确保CHAS津贴能更好地针对更有需要的人,卫生部采用人均家庭收入(PCHI)作为支付能力调查的方式。
我们了解在某些特殊情况下,PCHI不能反映实际的家庭经济状况和财务状况。对这类情况,申请人可通过CHAS热线1800-275-2427(1800-ASK-CHAS)提出上诉。
此前,我们曾于2022年8月联系何先生的女儿询问更多信息,并敦促其家人提供相关证明文件给我们,以便我们更好地评估这项申请。至今我们还没收到文件。我们已就此事再次联系何先生的家人。

We thank Mr He Tian Lin for his letter (“An elderly couple’s lament of the Pioneer Generation”, 3 September).

 

To ensure a holistic assessment of the overall financial means of Community Health Assist Scheme (CHAS) applicants so that CHAS subsidies are better targeted towards those who need it more, the Ministry of Health (MOH) uses per capita household income (PCHI) for means-testing.

 

We recognise that there may be special circumstances where the use of PCHI is not reflective of the actual family means and financial situation. For such cases, the applicants may appeal through the CHAS hotline at 1800-275-2427 (1800-ASK-CHAS).

 

We had previously reached out to Mr He’s daughter in August 2022 to seek more information and urged the family to get in touch with the relevant supporting documents for us to better evaluate and assess the application. To date we have not received the documents. We have reached out to Mr He’s family members once again on this.
