The Ministry of Health (MOH) has launched the Industry Transformation Map (ITM) 2025 for healthcare. The Healthcare ITM 2025 draws a stronger focus on transforming the health of our population through innovative and sustainable strategies, and building a future-ready workforce that is ready for the challenges ahead.
2. The ITM 2025 refreshes the ITM for healthcare which was first launched in 2017, in light of the lessons learned from the COVID-19 pandemic, as well as new technologies and opportunities for the sector. MOH is working closely with our stakeholders to build and maintain strong public-private-people partnerships to meet the ITM 2025 goals.
Strengthening Our Research and Innovation Ecosystem
3. MOH aims to strengthen our research and innovation ecosystem to better drive and support enhancements in health. We want to empower individuals to take care of their own health, and ensure appropriate and quality patient-centric care at affordable cost, to support the healthcare transformation efforts under Healthier SG.
4. This will be done through various efforts, such as revamping the Healthy 365 and HealthHub digital applications, harnessing data more effectively to enable health research, as well as through our National Clinical Translational Programmes and Translational Platforms which aim to accelerate clinical adoption of value-based healthcare and support Health Systems Transformation.
Strengthening Digital System Enablers
5. We have enhanced efforts in digitalisation and productivity, including strengthening IT and digital system enablers, as well as regulatory frameworks, to support the transformation of care models and approaches.
6. With advancements in telemedicine and telehealth services, there is an increased push to enable access to professional quality care in non-traditional healthcare settings such as from the patients’ home. There are also opportunities to deliver more customised and personalised care, e.g., personalised health plans and precision medicine. In tandem with these novel and nascent solutions, MOH is also working on addressing new and emerging regulatory issues in healthcare through implementing the Healthcare Services Act and introducing the Health Information Bill.
Attracting and Retaining Healthcare Workers
7. To build a future-ready workforce, we will redouble our jobs and skills efforts to meet the growing healthcare needs of an ageing population. This includes strengthening hiring for nursing and support care roles. We will also continue efforts on job redesign to enhance the attractiveness of support care jobs, and renew focus on primary and preventive health in medical training. Our existing efforts in nurturing the healthcare workforce will also continue.
Strengthening Partnerships
8. We will work with various agencies, public healthcare and academic institutions to strengthen our internationalisation strategies. This will support promising locally-based enterprises to develop and test their innovations locally and scale them globally. It will also enable us to bring in validated and cost-effective global innovations that can benefit the local healthcare ecosystem.
